It isn't a charging handle.
This explains nothing.
The short version is he's using the gun wrong.
The longer version is an AR-15 has a button on it (the thing he's pulling in the pic) that is used to fix a very specific problem (specifically making sure that the bolt of the gun is fully closed, because otherwise if you fire it the gun will malfunction). In counterstrike 1.6, all the characters used that button essentially as the guns slide, which you use to put a round in the chainber to be fired (the same way the action hero pumps a shotgun with a click clack to make sure you know he means business).
So the title is sarcastic, because someone pulling on the forward assist like it's a slide has no idea what the fuck they're doing.
