Their argument: it would be detrimental to Ukraine.

The official wording is that it would

“cause significant injury to the defense of a foreign state allied with Canada.”

But previously the Trudeau government already admitted which "foreign state allied with Canada" that is:

“Ottawa advised against releasing names of alleged Nazi war criminals over concerns for Ukraine.”
