A cover like this would be trivial to do today. But in 1979? I can’t imagine how they did it.
I just always assumed it was paint/pencils, but I have bad eyesight. Is it definitely a doctored photograph?
The plane window surround may have been airbrushed, as that was a very common technique in album art at that time, but the main subject and city were photographs.
