This is really common in America's Pacific Northwest like Seattle, and probably anywhere that it rains lightly but frequently.

People just walk around in normal clothes like cotton hoodies because you basically have to be exposed to the rain for like ten minutes before you're actually wet.

Honestly, even in heavy rain I rarely see anyone use umbrellas anymore.

The only reason I care about getting wet is because it can be tedious to dry my glasses off if I have a wet shirt as well.

Really, though, unless it's a ridiculous downpour I don't get that wet. At maximum I'm exposed for <60 seconds as I walk from my car to the door of whatever facility I'm visiting.

If I choose to be outside long enough to get wet I either accept being wet or I stay under an awning of some sort.

I can have mine rest on my shoulder if I need my hands. I don't have an much control, but it's not a precarious balance either.
