It's a known tactic called firehosing.
Basically you put out so much negativity in smaller batches that people barely notice the big stuff when it comes.
Or at least it makes a lot less of a splash.
Trump has used this tactic long before he was known in public. His art-of-the-deal is basically to throw feces everywhere to confuse the opponents until they walk away.
That's how propaganda works. The goal is to make you physically hesitate to look at news when you see a fucked up headline after waking up, because your brain just knows that you'll either function as a normal human being, or read that news and be fucked up for the entire day
