Volunteer or get a job at a shelter!

If you have the space for it they'll probably have you foster some at your house. If you've got a large one it could be quite a few...

I've never purchased a dog.

I have had several dogs fail to find other homes after fostering them. In every case, the pound was more than happy to provide me with everything I needed to care for the dog, got it's shots and any treatment it needed, and then gladly signed the dog over to me for whatever I felt comfortable donating when I said I'd like to keep them. My first dog I gave them 5 dollars, which as the cash I had in my wallet, and the gal running bought me lunch and a beer out of her own pocket while I signed the paperwork.

Foster dogs. Foster cats. Support your local pounds.

They make it pretty clear that it's a struggle to keep the 15 puppies. The only reason they're able to take the other 84 puppies is that while the dogs have been missing, Roger's Cruella de Vil song has become a huge hit. And they have to move out of the city to make it work.

You can get many pets temporarily, some shelters (and people who rescue strays) will let you hold them for a short while to get them used to living in a home. Unrelated to that we had 5 cats once, it's a pretty cool experience but I couldn't handle that long-term lol

I can only own as many dogs as my landlord allows, which is zero to one :(

You can own as many as they don't notice :)

Look, I don't like landlords but this is not good advice. You can lose the roof over your head like this.

If people can own thousands of cattle, 103 dogs is doable. Might need a bit more room that a single family house though.

200 cattle in a field will mostly just stand around and chill, they might get pissy about who gets to sit in the shade but they don't have to compete for water or food so they're cool with each other.

100 dogs in a field will form in to small packs, compete for food and kill each other. This happens with as few as 20 dogs.
