exemption won't really matter in the end. for sites and services that 'rely' on these bullshit verifications--linux will be a non-conforming, non-participant. and you won't be able to access those things from linux... not unlike how rooted & 3rd party firmware phones are treated now by many financial and streaming apps.
And Linux will make its own sites with blackjack and hookers and fuck dealing with the rest of society it was a mistake just like leaving the trees.

Experienced a taste of it when trying to buy a movie on Rakuten. Said it wouldn‘t allow to play the stream on Linux (when Amazon is totally okay with it). It‘d an issue for sure.
