So.. could they technically setup a flotilla in the water a little ways out from the shore and just camp there?

It would be an awful shame to ruin that lakeside view with banners and legal shenanigans.

My understanding is that Canadian water cannot be personal property?

Even the shore is fair game. water craft can't be denied landing if they are on the foreshore before the high tide mark. High tide line determines how far back private land starts.

We met a guy at the shoreline that pays no property tax, since a highest tide had reached past his house to the city road. Technically his beach front home is considered in the waterway.
