Depends how much they are selling it for. 1080p doesn't require much, so if you can get that really cheap, a GPU and store will get you over the line easily.

That is well worth it, case + PSU + mobo would push up to ~$300 by themselves if you had to buy new, so you'll be well ahead. I'd take it, get a GPU and a SSD and you'll be set.
Get an RX7600 or better and you have something around a Steam Box's power, which will be plenty for 1080p at medium-high settings for new games, or high on slightly older ones. I have an R5 2600, same amount of memory, and a 7600 and get good performance from most games, even new releases like E33.
This is impossible to answer definitively, as we have no idea how long the memory shortage will last (1-2 years? 5+ years? Forever?). Plus not having a price makes it very hard as well. 16gb also isn't a lot for gaming.
The system is still fine, especially for 1080p. The CPU has integrated graphics, but not really capable by today's standards. Can probably run simple games fine though (slay the spire, balatro, stardew valley, ...).
Given a good price, it's a fine system.
