They also attacked critical infrastrucure e.g. the internet cables and send their drones into europe. Also Russia send killers into europe to kill certain individuals e.g. in Berlin the "Tiergarten killer". Russia needs to feel that it can no longer do this without consequence. Europe needs to walk the talk.
