english weather is so mild that they as a civilization havent really got to good heating and cooling yet

it would have been a deeply unpopular move. same as if they'd tried to prevent alcohol consumption.
a jewish young man, most likely a student of judaism. this is a jewish joke from the pre-ww2 central/eastern european jewish world.
the joke is that it didnt even occur to the two young jews to just lift the tree out of the way, they tried to solve it academically.

in what order though? each language that uses the latin alphabet has its own order... now, yes, you can see how they're all based on the same tradition of ordering, but they're distinct.
eg, some (the foolish, shortsighted, may i say heretical) put their extra letters at the end. the sane silent majority merge them into their alphabets so they come after the "base" letter they were derived from.
