There's been talks on Turkey joining, which is mostly outside of Europe, but it's not even close. With Canada it doesn't make much sense, it'll always be closer to US. Maybe something resembling NATO or UN could be introduced, uniting all the still sane countries, but that would be short lived given how hard it is even for UN and NATO to function in the current political climate and rising alt right movements all around Europe - I don't think any country or organization is truly safe from those.

You might have a say in how to implement the requirement, but in this case, if the company decided to follow societal norms and not laws, it's 100% on the management. You might pin this on devs if they were pressured to release an unfinished product - sometimes the pressure is so big devs are afraid to admit it's not really done, but in this case, it's such a crucial part of the project I think it's one of the first things they worked on.
Realistically, it's more profitable not to stop - customers are impatient, other drivers too, and pedestrians are used to that. To maximize profit, I'd rather risk some tickets than annoy other drivers or customers.
I recently started paying for debrid services (I use real debrid, but there are others) and couldn't be happier. Got an app called Stremio on my TV and after adding the credentials, everything just works - easy & fast like the streaming services.
It also allows you to download torrents much faster than torrenting them, especially if not many people seed them.
Oh, and if you ever need to download something from Rapidshare or whatever other websites like that it does that too.

I only said 3 drives because supposedly it's better than 2, which would mean simple mirroring - I'll cross that bridge when I get to it, shouldn't be hard to get answers there.
Is Cloudflare Tunnels really this problematic? I thought Tunnels and Tailscale would be safe... If I can't expose those services, I'd rather pay for SaaS alternatives.
