That's an interesting idea...
Congress has passed laws mandating that the money be spent on certain things.
Federal Administration refuses to spend the money that's allocated, so the State Administration withholds that amount from the Federal taxes collected, and steps in to spend the moneyon those certain things instead, bypassing the middleman.
But of course our Federal taxes are paid directly to the Federal IRS, so there would be problems with that.
Yeah, it hasn't happened after 2022, so it'll be great to have them again!
From what I read, most of these aircraft were at the end of their expected useful life when they were donated to Ukraine.
Throw them into stressful exercise and combat use, with new-to-these-planes maintenance staff, and critical failures should be expected.

I was at a Suzanne Vega concert, and when she was singing Tom's Diner, the audience sang "doodoodoo" in the places following this remix.
This interrupted her own vocals, and was really annoying.

As kind of a follow up from an earlier post of photo of this area from 1940.
The perspective of that earlier post crops out Lotta's Fountain a San Francisco landmark which has a great history behind it.
The fountain is still there today.
This post's photo was taken in 1905, one year before the 1906 earthquake destroyed much of what is captured here.
Just think about the people strolling around on a normal day for them. One year later most of them would be in the middle of a major historical earthquake and fire.
And cute vintage streetcars in the background...
