Already is on foreign policy. Domestically, it just isn't perfectly clear yet who the "undesirable groups" will be, because this must be something that both parties agree on and there will be some small disagreements.

The gusanos are one group that’s absolutely unclear on this matter. Their One of the Good Ones card is going to be declined at the border, and they’ll be subjected to the frothing racist hatred they’ve stoked against their countrymen.
