LMAO, this isn't even true. Since Europe completely cucked itself to Biden and started importing oil & gas mainly from the US and US proxies (SA, UAE, Qatar) energy costs in the EU went up and manufacturing either closed or moved to the US. Not a lot, but what did move, moved to the US. Biden's IRA included subsidies for just that purpose, to steal manufacturing from the EU, because the idea was that EU companies have nowhere else to go.
This just proves that you can be totally subservient to the US and it doesn't matter.
