Opening your hand in front of the face of somebody is considered very rude and it is like saying "fuck you".

I am not sure if you mean that though. And no the waving gesture is not considered rude at all.
A thank you wave in USA is an open hand 👋 and very subtle to no shake. I can see how it would look like the insulting gesture.
