"Combat-aged men" is there to "counter" the accusation that Israel targets entire families as well as normalize violence against "acceptable" targets.
It's why I'm against the usage of "women and children", even if I understand the place that's coming from. Once you dehumanize Palestinian men, it's not hard to write off their sisters, mothers, wives, and children.
