Hey, I've never quite understood 'on read'.

Does it mean read but not responded to? Unread is the other interpretation but seems wrong.

Yes, it means they read your message, but didn't respond. On most chat and text services you can see when someone else reads your message. It's basically ignoring someone, but a little worse because there's no question if they received your message yet or not.
