$9.4 million could be used for a lot of good things instead of giving the police more toys they'll use for evil.

$2m to lease an office for 16 months and $7m for drones and tech.

No doubt this will be added to the department’s budget and taxpayers will be forced to pick up future lease extensions, drone attrition, new drone models, training, and the continued costs of server hosting, software licenses, etc. in perpetuity.
