What a that episode of tng where everyone gets infected with a virus that makes them have sex with each other? The third episode of the series? That one.
That's not a fetish though, that's just lack of inhibition.
Edit: Unless it turns out "normaling" got really mainstream in TNG time.
Since when is virus makes every horny not a fetishistic scenario for at least some people? It's borderline mind control which is a whole genre of fetish.
The PSI 2000 virus doesn't make everyone horny! It induces a sensation akin to being drunk, removing inhibition.
