After some research I found the source of the image. It is Iliannet Abella with her sister, posing on a beached ship near Miami.

On May 29, 2019, Cuban model Iliannet Abella posted a snapshot that went viral.

It shows her and her sister in bikinis on a yacht off the coast of Miami. So far, so good. But the yacht is sinking. The image has been copied, shared, and altered thousands of times, as a meme or a political message.
