I'm guessing the mobile civ knockoff has a ton of micro transactions, and that's why he likes it, because he can just pay money to win a match.
Sorta? I mean you gotta pay a few dollars each to unlock the different factions, and the Luxidors, the most expensive ones, are by far the most overpowered. But otherwise the rest of them are fairly balanced. An actual match can't by influenced by any real money transactions
Edit: normal factions are $1, the Luxidors are $4
