He's most definitely a racist. But I'm pretty sure it ain't about anyone's skin color here. He's being very equal opportunity.

He is the Governor of a southern state, he knows about Jim Crow.
It’s very common for a racist to want to hurt and kill others besides whom he is prejudiced.
This governor wants to harm and scare both blacks and democrats. Better if they are the same, but either is a target
