Well good news for US plans is with India run by the people it's run by to liberal capitalist standards with religious extremism I don't think the prospects of India pulling off a China are very great. Though I suspect this is more an open announcement of an intention to strategically suppress certain industries of India that start getting too powerful such as maybe pharmaceuticals and ensure the west remains the IP holders and keeps the profits of that while India remains a cheap pill dispensary.
