"People" meaning the wealthy. They've never considered the poors to be people.
They ARE accountable to the rich already. That's why China got so much investment, because of the American oligarch class being completely unrestrained in their short-term profit-seeking behaviors. The ideology which gave full control to the rich and let them be completely unregulated and untaxed, neoliberalism, was what allowed them to offshore capital to China (among many places).
They are talking about Protectionism here when saying "We have to be accountable to our own people", which stems from Nationalism, which does has tension against the unregulated Neoliberalism that erases borders and creates a single unregulated wasteland for corporations to rule over. These are two different factions among the bourgeoisie.

Yes, China's development was because the West was too generous and benevolent in their imperialist extraction.
They actually believe this shit. China benefitted because they have long term planning and invest internally in their own infrastructure, while the US has only short-term profit incentives and let their oligarch class run rampant with offshoring because it would be communistic to constrain them
To a great extent it's true that the Chinese way of development is because the west was generous and benevolent to it. This doesn't mean that it's western investments funding China's growth, but rather that the Chinese economy has been allowed to participate in international trade under serious premises such as the Sino-Soviet break and the restructuring of their economy to market socialism.
Don't get me wrong, this was China's plan, and their Marxist understanding of capitalism is what ultimately drove the west to allow such investment in china and their participation in the global economy at a time where the US could single-handedly keep whatever country outside global economy through sanctions. But it's true that China convinced the US not to do this.
i mean, the India of today is very much a product of the west running a damage control program on "unaligned" Asia after their White Revolution (Russia) and KMT (China) puppets failed to stop the march of history towards liberation. it was generally accepted that if India tilted socialist, capitalism would be on its heels before any of us were even born.
this book, by a non-leftist, very much tells the story of western capital going all in to try to "develop" India, post-independence, to bring it back into the western fold. of course, capital formations make for the absolute worst international development partners, so the hollowing out of india's agricultural communities and resources to make raw materials for disposable garbage went into overdrive... while china went in a completely novel direction using socialist political economy to blend modern science and traditional ecological wisdom to grow food for humans.
the "high tech" (aka "high IP") so-called green revolution has been an abject failure and its socioecological catastrophe will be felt for generations. the red revolution? well, looks like they're going to run the table. you pick just about any vegetable eaten globally and china is the #1 producer. not only that, they typically produce more yield per unit area than anyone other nation. not only that, they typically produce more per year than the #2-#10 producers, combined. even though they have maybe 20% of the "prime ag land" the US does, and they've been farming the hell out of it for 2000+ years.

I mean, the binary is that you either make the 'foreign investment mistake' where the other country eventually outcompetes you or the 'domestic investment mistake' where you empower your own working class.
Honestly seems they prefer foreign investment because then your working class is too busy surviving to guillotine you so the die is pretty much already cast. Well good news for US plans is with India run by the people it's run by to liberal capitalist standards with religious extremism I don't think the prospects of India pulling off a China are very great. Though I suspect this is more an open announcement of an intention to strategically suppress certain industries of India that start getting too powerful such as maybe pharmaceuticals and ensure the west remains the IP holders and keeps the profits of that while India remains a cheap pill dispensary.
