Yes, China's development was because the West was too generous and benevolent in their imperialist extraction.

They actually believe this shit. China benefitted because they have long term planning and invest internally in their own infrastructure, while the US has only short-term profit incentives and let their oligarch class run rampant with offshoring because it would be communistic to constrain them

To a great extent it's true that the Chinese way of development is because the west was generous and benevolent to it. This doesn't mean that it's western investments funding China's growth, but rather that the Chinese economy has been allowed to participate in international trade under serious premises such as the Sino-Soviet break and the restructuring of their economy to market socialism.

Don't get me wrong, this was China's plan, and their Marxist understanding of capitalism is what ultimately drove the west to allow such investment in china and their participation in the global economy at a time where the US could single-handedly keep whatever country outside global economy through sanctions. But it's true that China convinced the US not to do this.
