They ARE accountable to the rich already. That's why China got so much investment, because of the American oligarch class being completely unrestrained in their short-term profit-seeking behaviors. The ideology which gave full control to the rich and let them be completely unregulated and untaxed, neoliberalism, was what allowed them to offshore capital to China (among many places).

They are talking about Protectionism here when saying "We have to be accountable to our own people", which stems from Nationalism, which does has tension against the unregulated Neoliberalism that erases borders and creates a single unregulated wasteland for corporations to rule over. These are two different factions among the bourgeoisie.
