I mean, the binary is that you either make the 'foreign investment mistake' where the other country eventually outcompetes you or the 'domestic investment mistake' where you empower your own working class.
Honestly seems they prefer foreign investment because then your working class is too busy surviving to guillotine you so the die is pretty much already cast. Only problem with that is what happens when everyone else outcompetes you. Nukes are only a guarantor of safety while humanity is earthbound. That calculus changes when spacefaring civilizations are viable and actual.
