It can be two things
So he's joking and not joking?
If everything he said was true, and it was funny, does that contradict each other?
I guess everyone is misunderstanding me.
I'm not saying he was joking as in saying something that wasn't true. I'm just saying he wasn't trying to be funny.
It's not a joking matter.
He was joking because if he actually wanted to go to Moscow he could tell his troops to not attack him while he is there. So there being a lot of drones there is irrelevant.
Well thats obvious but it's not like he said that just to make a joke, I think while being funny there was still intent with him saying that.
