There is a salvation army shelter thing in my town, you buy crack in front of it. Pretty sure it's only that. No one stays there for the most part, cause there's a bunch of people selling and buying crack right outside and it's easy to get robbed. One time a dude was lighting a cigarette at the same time someone else was bear macing a guy and it became a giant fireball. They dont seem to be doing a good job at what they're ostensibly around to do either.

overall they do feed a lot of homeless folks and provide resources that otherwise would not exist for folks who are unhoused or otherwise unable to find employment
