For those of us out of the loop, what reforms has Federov made? Why is he popular enough for people to take to the streets?

It was a great honor to serve the Ukrainian people as Minister of Defense. 
Our team managed to:

  • Disable Starlink for the Russians, which drastically reduced their ability to conduct an effective drone war.
  • Having taken over the Ministry of Defense with no budget, take a risk, draw funds from the end-of-year payroll allocation, and effectively invest them in mid-strike, fiber-optic FPVs, cheap reconnaissance, land-based robotic systems (Natsionalni Robotyzovani Kompleksy / NRK), interceptor drones, and deep-strike drones. Procure more drones in four months than during the entire last year.
  • Launch "Logistics Lockdown" as a separate program with dedicated funding, which, combined with the right procurement and support for top units, made it possible to cut off enemy logistics and begin the isolation of Crimea.
  • Continue the funding program for the Drone Line, which is the foundation for purchasing drones for the Unmanned Systems Forces.
  • Launch a program to support modern drone-assault units that primarily fight with technology.
  • Introduce a 70% prepayment for purchases via "ePoints" (yeBaly) on the Brave1 Market portal.
  • Fundamentally change the procurement system. Launch the first tenders for long-range artillery and hundreds of thousands of drones, saving the state budget billions of dollars.
  • For the first time, procure thousands of pickup trucks, buggies, and ATVs for the military. And through tenders, at that.
  • Integrate Pavlo Lazar into the Air Force, implementing an After Action Review procedure for every mass attack. During this time, the drone interception rate rose from 83% to 91%, and cruise missiles from 47% to 87%.
  • Contract Patriot PAC-2 GEM-T missiles for the first time, as well as apply through a European loan for the purchase of PAC-3 missiles.
  • Launch a baseline drone supply level for brigades and corps. Starting in July, all combat brigades and corps will begin receiving predictable drone deliveries without manual intervention. This allows them to project their future actions.
  • Launch a massive grant program for manufacturers of explosives and missiles.
  • Initiate an unpopular but extremely crucial transformation of the military: contracts for all with defined service terms and deferments, introducing some of the world's highest salaries for infantry and assault troops, opening up the foreign recruitment market with transparent and attractive market terms, and new tools to incentivize the return of servicemen who went AWOL (samovilne zalyshennya chastyny / SZCh).
  • Host three Ramstein meetings, where we managed to break out of the Russian information trap about our alleged defeat and restore our partners' faith in Ukraine. An announcement was made for $40 billion in support for this year (and that is not counting the European loan).
  • Launch the mechanism for utilizing the European loan for our military priorities. This was a separate, complex bureaucratic task that we successfully implemented.
  • Find a way to scale up cheap missiles against jet-powered Shaheds. Sign a record contract.
  • Our ballistics. Symbolically, on the day of the government's dismissal, we conducted a successful test of ballistics developed under the responsibility of the MoD. We fundamentally changed the technical specifications and achieved maximum precision. Reduced the price by 30%. Ukraine will enter a new league. 
  • Sign a contract for the purchase of Gripen jets, which will make it possible to shoot down Russian SU aircraft, the carriers of KABs (guided aerial bombs). 
  • Together with the military, plan and execute Operation "Auchan," which halted the enemy's mechanized offensive for six months.
  • Open up exports under the Drone Deal program to attract investment and scale up production in the defense-industrial complex (OPK).
  • Launch the Trophy Lab—providing an opportunity for partners to study Russian military technology.
  • Launch Defense AI Center A1 to accelerate the integration of artificial intelligence into the war.
