The military isn't badly funded, but no amount of funding in the world can make up for incompetent management, and, when your livelihood consists of telling your superiors exactly what they want to hear or you are demoted/fired, then there is no incentive to ever tell management about bad things, so it appears that incompetent managers have everything going well for them, when in fact, it is just that they are not actually reporting issues because their subordinates know better than to report issues to them, and everything slowly but surely grinds on until you actually have to produce a product (in this case, win a war), and suddenly wtf we can't actually win this war?

Shit like this is exactly why the Red Army had officer purges prior to WWII, because even though it may have cost them some level of expertise at the start of WWII, it wasn't reporting problems that got you in trouble with the Kremlin, it was when your subordinates had to go around to report issues to the Kremlin.
