The "West" has quite clearly argued that the text as-is reduces the fight against Nazism as a very one-dimensional "good vs bad". And since Russia justified its invasion of Ukraine as a "denazification effort", the resolution seems to justify the Russian invasion of Ukraine.
Because of this, the following text was added as an amendment by Australia this year:
notes with alarm that the Russian Federation has sought to justify its territorial aggression against Ukraine on the purported basis of eliminating neo-Nazism, and underlines that the pretextual use of neo-Nazism to justify territorial aggression seriously undermines genuine attempts to combat neo-Nazism.
Russia was very much against this and condemned the move to add this. It was adopted anyway in a major loss for Russia.
It should be mentioned that the special rapporteur cited in the resolution was also against this resolution as a whole, calling it a "blatant instrumentalization of serious human rights concerns".
The EU stated the following when Russia put this up for a vote last year:
All states that have voted against have put out similar statements, saying they agree with the sentiment but not with the resolution itself.
Yet none of them put up their own versions.
No, because they feel like this resolution that Russia puts up every year is basically performative and unnecessary, as the resolution text basically says "let's remain committed to fighting Nazism", which they weren't going to stop doing anyway.
It's a bit like how putting up a resolution "against murder" every year seems like a bit of a performative waste of time. No state was going to say "well ackshually, Nazism was a pretty sweet gig".
Except the resolution is necessary because the US and EU keep arming, funding and supporting literal Nazis. You do need resolutions against murder when you have people who refuse to acknowledge that murder is happening and continue support murderers.
Will the green votes stop arming, finding and supporting Nazis through this motion now?
The green countries don't have an issue with this resolution precisely because they aren't currently funding and arming Nazis.
They never did. NATO countries are the main culprits when it comes to aiding and abetting Nazism.
People need to learn that calling NATO the Nazi arming and training organization is only half a joke.

Dunno, arming nazis in Ukraine kinda means they have stopped.
So instead of saying. “Yes, whatever, murdering is ofc wrong, here’s my vote” you keep coming up with convoluted statements about “black and white” and bending over backwards to explain why you don’t actually condemn murder?
Haven’t it ever occurred to you, that they could have voted “yes” and THEN issued a statement that “it does not absolve Russia…” etc.? Try to think why they haven’t done that will you?
But they did condemn it. But they're not going to support a resolution brought forward by a serial killer.
They're not going to go along with Russia's performative bullshit that only serves to validate their reasoning to go killing in Ukraine. And when Australia added that whole text about "what Russia is doing is bad for the fight against Nazism" Russia got extremely pissy about it.

What you're outlining is the vacuousness of the liberal mask that the western empire wears (and you are taking the mask's words at face value, rather than looking at what's behind it). Russia is actually in the fight on the side against nazism and has been before historically. The western empire is in the fight on the side of nazis and has been before historically. That the western empire is sprawling enough as an empire to hide behind proxies does not make them any less of a material supporter of nazism. The same with various terrorist groups they back.
So a statement like:

These are seriously committed pathological liars of entities that we are dealing with. Naturally the western empire is going to try to DARVO its way into being seen as "the good guys" because having popular support makes it easier to get away with what they do. But the documented realities consistently contradict their lies. Neither Russia, nor Ukraine, wanted war. The west turned Ukraine into a proxy of its expansionist interests and made war inevitable. Even still, they tried to find peace and the west sabotaged it. Russia tries to call out the real neo-nazi influence that the west bolstered in Ukraine. The west denies and dehumanizes Russia and being Russian.
These representatives of the western empire are practiced war mongers who have been orchestrating coups for decades, on top of the hundreds of years worth of colonialism prior to that. It's high time people stop taking what they say at face value, in good faith. I'm not even telling you to disbelieve everything they say, as they might tell you to do with Russia or China or any other entity they've decided is a pariah today. I'm just telling you to stop having blind trust in them.
The European Union remains fully committed to their global fight against humanity. They are smooth-talking liars and genocidal neoliberals.
