I think he's talking about affirmative action, which would apply in either case, but given that he is choosing to talk about affirmative action it seems to be because of their Indian heritage since that's one of the most go-to grievances you hear from Indian-American reactionaries in mainstream Discourse, whereas if it was because the kids were white, then you'd sooner expect Vance say the Democrats "indoctrinate my kids at school that they are evil because they are white" or some shit.
Didn't certain schools actually have the opposite of affirmative action for south and east Asian applicants? Because otherwise the school would be like 99% Asian?
Yeah, that's why the aforementioned reactionaries complain about it, because it does actually disadvantage Indian applicants (among others). It usually ends up just sidestepping the issue of racial justice for people who don't look like the speaker, though.
It does feel like an extension of the model minority kind of discrimination, which is in turn internalized by people in those categories. It becomes a self-fulfilling prophecy
This is the majority of the desirable public schools in New York City for one. Schools like Stuyvesant and Bronx Science are entirely test based admissions, and as a result something like 75%+ of the student body is Asian.
