Propaganda it's not inherently wrong. E.g. Mr Rodgers is propaganda.

The show is, sure. But a still photograph of Mr. Rodgers out of context is just an image of an old white guy, if you don't already know a lot about him, it's utterly meaningless. Like if I find a family photo someone took on vacation and then accidentally dropped on the street, that's not propaganda. Propaganda pushes an ideology, which, for an unfucked-with image with no text, requires a lot of subtext and context. The only image I could find in the Russian article I can't read, the one from the thumbnail, is just a picture of Freddie on stage performing, which lacks subtext and is entirely harmless in context. Imo
