Can you read? He halted strikes without approval from the White House, which means that all drone strikes had to be approved by the White House, which is the house this Biden guy was working from.
When it comes to the children, a quick search revealed one article from 2021 talking about 7 dead children, but you'll also have to consider that usually those things remain hidden unless somebody leaks it, because... Well, the government doesn't want to look like the bad guys.
