Was a lot of back and forth with me trying stuff, but it wasn't really working out, so it'll sound like a lot. Could probably get away with just the spotting and a base coat, but the pictures were this:

Dark grey base coat, then a bit lighter grey dry brush. A black wash (Warhammer's Nuln Oil) to blend that because the dry brushing didn't really look right to me. Then I blotted randomly with a small chunk of soft packaging foam of the same two base colors from before and a third brighter grey than the two base colors. Feathers were just hand painted with the white tips, but they were dotted in two passes with a white that didn't cover well so it built up the color. Then a matte varnish to make it all look uniform and soft
