Also, cops are always a voyeuristic entry into everyone's world, because they are tolerated. Similar to private eyes. Cops and Private eyes are a mechanism for engaging in a mystery storyline.
Yeah, agreed. I hate it, but cops have access to things/info that a storyteller needs, they have access to people, places, evidence, they come and go and are tolerated like you said. We'd still be making cop movies under communism cause cops have access. Like, wasnt The Departed based on a Chinese cop trilogy?

You do get a lot of crime/cop movies from the mainland too. The cops are required to always win.
