If that's a problem why would they federate with instances hundreds of times their size? If you want your tiny community and don't want other people commenting there, don't federate!
I think most people want to federate to reach more like minded people. Which is reasonable.
Then operate on an allow list and only federate with people you want to federate with? Why are you acting like anyone has ever suddenly been bombarded by hexbear comments without first deciding to either federate specifically with us or to federate with everyone?
