You can't have a prison system without involuntary servitude - being able to compel prisoners to do things they don't want to do is more or less a mandatory requirement.
I'd point out that under the right lens both conscription and child support would be slavery with an asterisk, as well. Though the courts have ruled otherwise, because they really want to keep those institutions in place.
