Granted the name of the move itself could use a different word, I think they meant beam as in Hyper Beam, since the move itself is a special attack rather than physical.

But a beam of steel doesn't make any sense unless it's an actual long piece of steel launched at high speed towards an unwitting target. It's not like a beam of light.
