Small silver lining: your data is from 2021, and the 2025 national incarceration rate from OP shows a -18% change. I think the national rate actually peaked around 2012 or 2014.
This is fantastic information. The welfare states really do bring everyone else down in practically every category that exists. The west coast has some catching up to do in a lot of categories when compared to the northeast.
