Real question here: Would a Smart water and soap dispenser stop this? Like it does face detection and only lets u wash one time per h, same for the soap dispenser?

But yeah, I guess a device that works in the way you described would prevent somebody from washing too much.
Yeah the device should not be connected to the internet or u gona have a subscription based tab water quick lmao.
Thing is i am quite sure that most would just use another water tab to wach once one is blocked, so that device would be needed on all sinks. But even then, i suspect it can be worked around, by filling up bottles beforehand with water and soap. Humans are smart

Are there actually water faucets and soap dispensers that limit you to one wash per hour? What happens if you have friends over? What happens if you are sick with diarrhea and shitting every five minutes? No soap for you?
I have been thinking of building an selling such device (hardware and software would be open source), you could restrict the restriction to only certain faces. If u shiting every 5min...at that point just stay on the toilet.
Im really interested in understanding what problem you think you would be solving, because I can only see negatives (which another user already pointed out). And who would be in the market for such a use case? Lastly, i sincerely hope youre washing your hands more than just after going to the bathroom, much less just omly after pooping...

You clearly never lived with someone who washes there hands about 20-30 times per day with 10 pumps of soap each time. Like i dont give a fuck if a market exist, i just make that shit, open source it and let the ppl decide.
Sensor for ID dosent need to be a camera (and if so it would be a offline one with no memory), there more ways to ident the ppl who is standing before the sink, a hight sensor, a weight sensor, you name it.
I wash my hands after coming home, after bathroom, after [removed] and before prepping food and i think that is enough, for i value my skins protective layer and prefer to not scrub it off.
