They're probably talking about this. Don't know a lot about it except for what's on Wikipedia article so can't comment too much on it myself.
As for misusing aid money, that's some old propaganda that I can't believe they're still peddling in the face of the shit we've seen.People would say they waste it, or Hamas steals it and turns it into bombs or something. It's extremely obvious right now they can't even get good and grain through Israeli checkpoints, because Israel themselves are saying they're not letting aid through, so it's never been proven more false than now.
The even more disgusting version of this is when someone calls for Western countries to stop giving money and arms to Israel, and someone calls them anti-semetic because they aren't also calling for the tiny amount of money given to UNRWA to be taken away because it's been "infiltrated by Hamas" or some shit.
If I had to guess, it plays out like this.
- Refugees are taken in.
- The host country does the bare minimum to support them.
- Poverty ensues and petty crime amongst a small subset of people in the poverty stricken refugee camps start.
- Western media blows it out of proportion.
- Now here we are acting like it’s a huge problem.
Don’t take that as fact, it’s just my vibes based analysis based on how we normally see rich western countries demonize immigrants in general.
That's been the European model for as long as I can remember. Do a fraction of what the bare minimum should be, then have the media clutch their pearls when the intentionally built ghetto produces the things ghettos are intended to produce: crime and violence. Then act like that's why Those People are inherently violent in their DNA or skull shape or some bullshit.

Saudi Arabia sent 17 million USD to UNRWA in 2023^[2024 not available], UAE 15, Qatar 9, Jordan 7.8, Oman 3.2, Bahrain 3, Kuwait 2, Lebanon 1.1 (see the PDF for others). It's not like these countries haven't provided aid. And sending money to the UNRWA (or WFP) might be better than doing everything yourself. These orgs already have a full system in place to get and distribute resources. But it doesn't matter, neither UNRWA nor anyone else can get aid into Gaza right now.
