Maybe a combo of

  1. The artist, Anne-Louis Girodet, has been speculated to be what we would consider nowadays as gay. He is known for erotic/sensual elements of male figures, including nudity in a lot of his work
  2. A long time form of racism against black men is that they are considered to be hypersexual. Large penises are attributed to them, evoking "savagery" - the ancient Greeks idealized the small penis. This form of racism persists to this day.

He returned to Saint-Domingue with Charles Leclerc's expedition of 1802 as an officer of gendarmes, but he was arrested, sent back to France and imprisoned in the fortress of Belle Île. He was still being held prisoner there in 1805 when he wrote to Isaac Louverture, the son of Toussaint Louverture. He died later the same year.

Reading between the lines here, he was on the side of the Jacobins and Napoleon was known for reinstating slavery in the area Comrade Mars was from prior to his death. Comrade Mars also was able to illicit a unanimous vote for the abolition of slavery from the Jacobins.

He was part of the Montagnard faction of the Jacobins which were the hardliners that did the Reign of Terror.

I imagine it was more a practical thing. Making tight pants (e.g. because you're horseback riding) plus whatever you've got going on for underwear in the 18th century probably resulted in some weird bunching in the groin. Speaking as someone with muscular legs, it's kinda hard to find heavier weight dress pants that don't make it look like I'm packing way more than what I've actually got going on around the zipper area.
