The headline is a little misleading. Technically speaking, she is being illegally detained in the capitol building.
She refused to sign an agreement which would subject her to round the clock police surveillance and the constant threat of arrest. I wouldn’t call that a protest, I’d call that a conscientious personal decision. They won’t let her leave unless she signs, but there is no legal justification for her being told to sign. She hasn’t broken any laws and as such is being illegally detained where she is.
