considering isntrael's historic tendency to consider any roughly male-bodied person of any age including older children to be an active combatant, this figure is probably still conservative. it is likely much higher.

MODERATORS
Not only is it based off what they consider to be "military combatants" ( males over 16 and people like journalists) it's also based off of the Gaza health care ministry numbers, which themselves are a massive undercount. The actual percentage of civilian casualty is probably over the 95% mark
to put into prespective, "Bashar Al Assad, the evil butcherer" had around 20% civillian casualty and that's the war number, which includes ones who were beheaded by ISIS
