No, you're right. That was Sam Ryder - Spaceman. From ESC 2022.

This is a vote of every member EBU broadcaster in every country, regardless of whether they participate in Eurovision. I don't think the results will be easy to predict in advance as even the Vatican would in theory get a vote and countries with multiple broadcasters in the EBU get a vote for each.

I’d like to know if the votes of each broadcaster will be made public

The UN has found Israel has committed genocide. It's time for countries to stop hiding behind technicalities. It's long overdue to condemn the behavior. Do not let Israel participate in ESC.

I expect that there will be expert panels that have 50% majority vote on the issue, and the rest will be the broadcasters

Also that there will be no transparency and no one can verify anything...

The vote is not the news, that was always gonna happen.

The news is that they will hold the vote already in November, not in December as previously expected.

If Israel supporters such as UK vote against this in enough numbers and they are technically allowed to participate will the countries that have announced boycotts still refuse to participate?

The BBC will abstain thanks to their charter. It’s the broadcasters not countries voting.

In this context - with the need for a 75% majority to carry the motion - will an abstention be, in effect, the same as a vote against?
