I once said I wondered if Zelensky was doing this because some part of him understood the fact the west was depopulating the country and he wanted after all this is over to say to the people (including the very angry nazis) that he tried to save their demographics/future with moves like this.
But now I wonder if maybe it wasn't just a cynical ploy to lean on Europe. He does this, demands Europe give them more money and weapons in order to get his full commitment and tighten the rules again.
Turkey has done this a lot. One of the most notorious blackmail tactics used by Erdogan was to threaten the release of Syrian refugees into Europe unless they secured him massive funding packages.
Officially, the funding was earmarked for some kind of refugee settlement scheme I think. In practise I'm pretty sure this was just more money for NATO's darling child of the bosphorus.
Incite wars. Be surprised by people looking to escape said war.
