That's... the fucking point of a bar, you twat. You go to meet people. Have your bar staff trained properly to identify problems and cut off patrons before things get out of hand, otherwise fuck off with your meddling.
I've dealt with an owner like this at my last job. One incident and suddenly we are doing an overhaul of every policy and changing the menu. It's like they are looking for things to fuck up. I'm pretty sure mine was because all his kids had moved out and he was looking to exert control over something. I don't know what this guy's excuse is.
